Abstract
This article analyzes the economic aspects of the organization of mass broadcasting in the USSR in the 1920s. On the basis of the archival documents published and newly introduced into scientific circulation, the author claims that under the conditions of the NEP the economic model of radio broadcasting was formed, first of all, with an eye on the foreign experience of radio organization. In particular, a specialized joint-stock company "Radio Programme" with state participation was established. It was supposed to exclusively develop Russian radio on a commercial basis. The company functioned during the period from 1924 to 1928, however, for a number of objective and subjective reasons, its activities proved economically insufficient. In addition, such a virtually market-based economic model for the development of broadcasting has proved to be unacceptable for government agencies in the long term for political reasons. Therefore, by the end of the 1920s the joint-stock company was abolished, and the development of radio broadcasting in the country was transferred to the specialized People's Commissariat for Posts and Telegraphs.
